Suffolk Downs, the racetrack in Revere and East Boston, Mass., has partnered with Mohegan Sun to develop and operate a resort casino on 42 acres in Revere. A similar deal with Caesars Entertainment as the operator fell through earlier this year because the Massachusetts Gaming Commission had concerns about Caesars' relationship with a partner in a separate hotel project. The original Suffolk Downs proposal had spanned acreage in both towns, but East Boston residents voted down the resort on election day in November. Similarly, Mohegan Sun's first proposal, for the western Massachusetts town of Palmer, was narrowly killed in an election-day referendum. Residents in Revere, however, had approved the Suffolk Downs proposal, so the redesigned project now is in front of the gaming commission following the new agreement. The commission is expected to award three full casino licenses in early 2014.
