A controversial decision by the Transportation Security Administration will allow "small tools and scissors" back onboard U.S. aircraft starting Dec. 22. Other policy changes mean flyers will experience more random body and property searches as the agency focuses on the threat from explosives. "By incorporating unpredictability into our procedures and eliminating low-threat items, we can better focus our efforts on stopping individuals that wish to do us harm," said Kip Hawley, Assistant Secretary of TSA.
